Frank R. Lindh

Mr. Lindh was appointed General Counsel of the California Public Utilities Commission effective June 23, 2008.  Mr. Lindh is a 1985 honors graduate of the Georgetown University Law Center.  He also holds a Masters Degree in Social Work from the University of North Carolina at Chapel Hill, and worked in a variety social service agencies before becoming a lawyer.  He is a graduate of The Pennsylvania State University.

Mr. Lindh previously has served as a member of the Board of Directors of the Energy Bar Association, a professional association of more than 4,500 members (both attorneys and non attorney professionals) headquartered in Washington, D.C.  He is currently President of the EBA’s Western Chapter.  Mr. Lindh has been a member of the Conference of California Public Utility Counsel for nearly 20 years.

Mr. Lindh has published several law review articles on issues of federal and state jurisdiction in the electricity and natural gas industries.  Mr. Lindh has been a lawyer in the energy field for 25 years, in a variety of settings, in Washington, D.C., and in San Francisco.  He has worked in private practice, in the Law Department at Pacific Gas and Electric Company, and in the Office of the Solicitor at the Federal Energy Regulatory Commission.  Mr. Lindh was the law clerk to the Solicitor General of the United States, in the U.S. Department of Justice, during the Supreme Court’s 1984-1985 Term. 

Mr. Lindh is a member of the State Bar of California (admitted in 1992) and a member of the District of Columbia Bar (admitted in 1985; currently on inactive status).  He is admitted to practice before the Supreme Court of the United States and the United States Courts of Appeals for the District of Columbia, Second, Fourth, Fifth, Seventh, Ninth and Tenth Circuits.
