Elaine M. Duncan Elaine Duncan is Vice President General Counsel of Verizon's West Region with oversight legal responsibility for all state regulatory, legislative, and external affairs matters in California, Nevada, Utah and Hawaii. She is based in Verizon's San Francisco office, and most of her work is focused on California. Ms. Duncan began her telecommunications practice in 1991 with Verizon's predecessor, GTE, in Thousand Oaks, California. She spent a year at GTE headquarters in Irving, Texas in 1995 before returning to Thousand Oaks in 1996 and moving to the Bay Area in 1999. Her responsibilities have included a wide variety of California regulatory issues and proceedings spanning the gradual deregulation of the telecommunications industry at both the state and federal levels, as well as legal advice on general corporate transactions, contract issues, and labor and employment matters. Prior to joining Verizon, Ms. Duncan was in private practice for six years, first with O'Melveny & Myers in Los Angeles and then with what is now Rutter, Hobbs & Davidoff in Century City. She also taught legal writing and trial practice at UCLA School of Law for two years. Ms. Duncan received her J.D. from the University of Pennsylvania cum laude and her B.S. in biochemistry from Brown University. She joined the California bar in 1983, and she and her husband live in Orinda. |
